Asking the Supreme Court (SC) to direct the Cellular Operators Association of India (COAI) to prove "beyond reasonable doubt the hypotheses that there are no health hazards due to electromagnetic (EMF) radiation from cellphone tower antenna and mobile phone", some citizen groups in the city have made a submission to the ongoing case in the SC.
Citing a possibility of disruption in cellular services in Rajasthan, telecom operators have moved the SC against a Rajasthan High Court order to remove all cellphone towers installed overhead or in the vicinity of schools, hospitals and playgrounds.
"Health is a Fundamental Right granted by the Constitution of India and we cannot sacrifice health due to technology advancement. Are the cellular operators giving us guarantee that the citizens of India will not be affected with any health hazards due to radiation from their antennae? No (they are not)...Will they (COAI) agree to a law to protect the citizens for their misdeeds before any judgment is passed in this case, which can have serious repercussions all over the country and serious impact on the health of citizens," says the submission.
The communication has been submitted by Juhi Chawla and Prakash Munshi on behalf of Carmichael Road Residents Association, Cuffe Parade Residents Association, Pedder Road Residents Association, Malabar Hill Residents, Indians for Safe Environment, Napean Sea Road Residents Forum, Action Against Cell Towers (Bandra), actor/director Farhan Akhtar and director Zoya Akhtar, Dr Ashish Mehta (spinal and neurological surgeon) and Dr Anand Gokani (senior physician and diabetologist).
"Why do cellular operators put danger signs near their installations? Why does the Department of Telecommunication and Ministry of Communications and Information Technology publish advertisements which tell people that if they have a choice, they should use a landline (wired) and not a cellphone? No one has any answer to these questions. If there was no danger from cellphone tower antenna, what is the need for such an advice?" questioned Munshi.
The letter says health problems due to exposure to radiation from cellphone tower antennae, according to studies, range from headaches and fatigue to memory loss and cancer. The residents have submitted that in addition to comparing radiation norms of other countries, it is crucial to compare the actual radiation levels and power transmission in these countries and look at all other parameters such as the number of antennae on buildings, power transmission from each antenna, height at which these antennae are installed, distance between the antennae and buildings like schools, colleges, hospitals and residences, among others.

Do your family members feel nauseated or irritated at the simplest events? Is your child unable to concentrate on his/her studies? Is your home near a mobile phone tower? May be, it’s time to get your house inspected for radiation levels and replace your cotton curtains with options that could block radiation.
Prof Girish Kumar, professor, IIT Bombay, and his team of expert researchers have created three products — shielding curtain, film and wallpaper — that blocks more than 95 per cent of the radiation coming out of mobile phone towers.
“The curtains and wall paper can effectively block 99 per cent of the radiation,” says Professor Kumar, adding, “And it is necessary for those living close to a mobile phone tower.” The professor had faced health problems in 2001 — the cause of which, he says, was continuous exposure to mobile tower radiation.
“I started my research at the IIT campus and found people living in nearby areas facing similar and some even graver problems — cases of miscarriage, infertility and cancer. I have been creating awareness about the same for the past four-five years,” he reveals.
The professor made many appeals, wrote white papers, and conducted surveys to highlight the problem, met various departments and politicos, but he could motivate the Government of India to bring down the radiation level to 450 from 4,500 milliWatt (mW) per square metre.
“This is still way above the safe level of 0.1, but I guess, something is better than nothing,” he explains. Even the Bioinitiative 2012, a global study prepared by 29 scientists from 10 countries including India, and released last week, claims the safe level to be 0.5 milliWatt per square metre. The current levels are still 900 times higher than safe levels.
The products were tested at the Antenna Lab at IIT Bombay and are marketed by Nesa Global, a company run by Prof Kumar’s daughter Neha Kumar. The company offers inspection, installation and post-installation services.

On September 1, India lowered its radiation emission limits for mobile phone towers to 450 milliwatts/sq m from 4,500, but as per the report, the levels are still too high. At least five new studies have detected biological effects when radiation level touches between 0.03 and 0.5 milliwatts/sq m, the report states. “Researchers report headaches, concentration and behavioural problems in children; sleep disturbances, headaches and concentration issues in adults.”
The report said most safety standards are too high to protect even healthy populations.
“The radiation may have adverse effect on fertility and reproduction,” said Professor Jitendra Behari from School of Environmental Sciences, Jawa-harlal Nehru University, Delhi, who participated in the initiative.

Almost 50% of mobile phone towers in Mumbai are illegal

Of the 3,705 mobile phone towers across the city that can jeopardise your health and life, 1,830 — that’s roughly half of them — are illegal, says the civic body. But the Brihanmumbai Municipal Corporation (BMC), which discovered this fact last June when it conducted a survey of mobile phone towers, has done nothing for the past 13 months to remove the illegal ones.
So far, officials have taken action against only 140 illegal towers.
As reported in HT’s July 15 edition, it’s common for people living close to mobile towers to experience the side-effects of radiation, such as headaches, joint pains, disturbed vision, itchiness, anxiety, lack of concentration, sleep disturbances and fatigue, among other symptoms; cancer happens in extreme cases.
Civic officials said they cannot do anything against the illegal towers as a writ petition filed by mobile tower operators is pending in Bombay high court. “The court has directed us to maintain status quo, so we cannot take action,” said CL Undage, assistant engineer, building and proposals department, BMC.
Experts said the BMC should at least work towards controlling radiation levels and reducing the health risk, if it cannot remove these mobile phone towers. “To avoid having to make the big investment needed to install more towers, mobile tower owners increase the radiation level of the existing towers. The high level of radiation affects the health of people living in the vicinity,” said Professor Girish Kumar, department of electrical engineering, IIT Bombay.
In January 2011, an inter-ministerial committee report recommended that radiation exposure be reduced to 450 mw/sq m, but the suggestion has not yet been implemented.
“The solution is to reduce the radiations levels and install towers only on the tallest building in a locality, which has no buildings of similar height around it,” said Kumar.
Vinod Shah, a resident of Carmichael Road in D-ward, which has the second highest number of mobile phone towers in the city – 303, of which 141 are illegal – said the BMC should contest the issue in court.
“The BMC should bring the health hazards owing to radiation to the notice of the high court,” he said.
Shah said the towers have affected the health of many people in D-ward, which includes Malabar Hill, Kemp’s Corner and Grant Road. “The radiation levels are very high even when measured 200 to 300 meters away from the site. Residents have health issues all the time,” he said.
Shah, who lives at Ajanta Apartments, added, “We have had two fatal cases of cancer in our building since these towers have been erected.”
The K-west ward, which includes Andheri (West) and Oshiwara, have the highest number of mobile phone towers at 323, of which more than 50% - 198 — are unauthorised.

Delhi HC issues notice to govt over mobile towers
NEW DELHI: Delhi High Court Monday issued notices to central and Delhi governments on a plea to ban high-frequency mobile phone towers in residential areas as its radiation causes health hazards.
Justice Rajiv Shakdher sought response from the Department of Telecommunication, the Chief Secretary of the Delhi government and a leading mobile service provider by Jan 14, 2013.
The court's direction came on a plea of Ramnath Garg seeking imposition of ban on installation of high frequency mobile phone towers within 50 metre of schools, hospitals and residential localities.
The petition said: "Respondents to be directed to stop the radio frequency waves emitted from cell phone towers causing radiation in the schools, hospitals and residential localities, in which the towers be not allowed to be installed in 50 metres of the places."
"The radiation from the cell phone towers causes different type of swelling in the brain, head, hearing disorder, headache and anxiety neurosis... but no action is taken for the safety of the persons living around the towers," the petition further said.
Garg also sought directions to the Department of Telecom, private operators and the state government to take steps to reduce exposure to radiation.
The petition asked the court to enforce guidelines prepared by a committee formed in 2010 to study health hazards from cell phone towers.
Garg also claimed compensation of Rs 50 lakh, saying that his 30-year-old son died of cancer caused by radiation from a mobile tower on the roof of his house. He said the common man is being misled by the cell phone companies and even the civic authorities.
"The amount to be given for the negligence of the respondents causing death to his son," said the petition.
Garg claimed that local state government officials approached him in 2009 with a proposal to install a tower on the roof of his house in Surajmal Vihar. Though he urged the officials not to erect a very high frequency tower, they misled him, said the petition.
As per the petition, all his family members gained weight over one year, but with time they faced sleeping difficulties, digestion problems and their health began to deteriorate.
Then a doctor advised him to get the tower removed from his house, suspecting it might be responsible for their health problems, the petition added.

ICNIRP Guideline - averaged over 6min exposure! Then why adopted for 24*7?
The Industry and Government bodies like TERM Cell have consistently been stating that they are within "International Standards" for Cell Tower Radiation and, hence are completely safe. Let us have a closer look at what these "standards" are:
1) ICNIRP 1998 - stands for International Commission on Non- Ionizing Radiation Protection. These guideline are averaged over only 6 minutes exposure, however the Indian Government has adopted it for 24*7 exposure:

The main point here is - Indian government has adopted a very high standards for radiation from Cell Towers - ICNIRP 1998 - which is averaged over only 6min/day exposure, however we have adopted it for 24*7! Also, assuming ICNIRP guideline is safe, if you take the cumulative power and compare with the power of a microwave over, it implies that it is safe to keep a human body in microwave oven for 19min/day and then safe you are safe. The issue is why adopt such high standards?? Industry is within this norm however still several thousand times higher from health point of view. Mobile Towers cause cancer in the people who live in the regions nearby….The fact doesn’t remain a hyperbolic statement and is very much proved. Several cases in Surya Nagar Colony and other areas of the Pink City are enough to prove the relation between mobile towers and occurrence of cancer disease. The case studies say that the mobile companies have been proved merely boastful which used to say that no connection exists between cancer occurrence and mobile towers.

Rajasthan High Court directs State Govt to check Mobile Tower Radiation

A writ petition in the Rajasthan HC has left the Gehlot government in the state dialing the Centre for help. Acting on a complaint against alleged deadly radiation emanating from cellular towers, the Rajasthan HC has directed the state government to conduct spot emission checks and ensure that cellular tower operators adhere to prescribed emission norms. The direction came after the High Court rejected the radiation emission report prepared by the Department of Telecom, in the capital.

Mumbaiites get their own radiation shields

The full-length windows in Narendra Doshi’s Mulund (West) flat are covered with a dark film that has electronic chips attached to the side. The film is meant to protect the Doshis from radiation from the 3 mobile phone antennae on the building wall. Doshi is among a growing number of
Mumbaiites protecting themselves from such radiation. While there is conflicting research on the harmful effect of such radiation, housing societies can earn up to Rs. 1 lakh a month in rent from mobile phone firms to allow signal boosting towers and antennae on their buildings.
Doshi, a financial consultant, started researching the harmful effects of radiation after his daughter-in-law delivered a premature baby. In April, a private firm found the radiation levels in his house to be 70 milliwatt/metre square. Though this was below the permissible limit in India (4,500 milliwatt/metre square), the international standard is 1 milliwatt/metre square.
“We do not have any proof the tower is a health hazard. But we cannot wait for health problems to take precautions,” said Doshi’s neighbour, Biju Sumugan.
“People contact us when they start getting headaches or sleep disorders,” said Neha Kumar, director, NESA Radiation Solutions, which has installed such films in about 20 city homes. “The shield reduces 99% of the radiation,” claimed Kumar’s father, Girish Kumar, a professor at IIT-B.
